In Tetovo, water is an identity element for the natural abundance of springs. Atthe same time in the city there is a lack of water supplies. Therefore we startedfrom water to define an urban strategy…….It is a fractal strategy where a simple and recognizable element of “Water Flake” isrepeated in the city, so it transforms the space. The “Water Flake” on the one handdenes a new urban topography, on the otherhand collects and puries rain water.: a cyclicalprocess in which water and landscape, as in a fractal, generate continuously themselves.

The Balkans are a very fractionate territory, where in the course of history, 

cultures, ideologies, di erent ethnic groups met and clashed . More times geopolitic has drawn new boundaries that are still in balance. In the Balkans, the term “frontier” is fundamental and it represent an element

of separation between in and out and of denial of other cultures. It is important to think about the border as a topographical element cobelonging to two spaces, as a surface sign of continuity and interpenetration of cultures.  In reading the history of the Balkans we can highlight two trends: a tendency to exchange among peoples and an opposed tendency to the distinction. The same people who have came nearer according to a common culture incline to accentuate the traits of their appearance.

The conflict between these two trends is a decisive factor in history of these countries. It is ‘interesting to have a shot at retracing mentally the boundary of these areas starting from topog-raphy and landscape elements.
The mountains divide the space into valleys and basins that house a complex of physically and ethnographically di erent regions. But the mountains are not barriers, but in terms of meteorological,they are like a hinge-space around which it develops a “ uid”world made of exchanges of people, ideas, feelings, beliefs . You just need to look at linguistic and cultural unity that unites, crossing the moun-tains, Tetovo, Gostivar, Prizren and Pristina. Besides there are the rivers that cross the barriers, beyond the closures of regions and it organizes the space.
If di erent people drink the same water, the river system can become an element of seam of fragmented ecosystems and, in general, it is an element of territorial consolidation.

The landscape is a strategic element to improve the land quality and to
strengthen the identity of local communities and their sense of belonging to
a specic context. At the same time they need to read the landscape as a
common good that requires a shared project of preservation and valorisation.
Hydrographic and ecological networks could be the basis for a landscape
design, integrated with the European corridors VIII and X. So water becomes
on the one hand “a cultural infrastructure” of the territory, on the other hand
an important energy and economic resource.
Even at national scale there are obvious internal divisions: today in the Polog
region the most part of inhabitants are albanian and they suer for a progressive
economic marginalization. The river is an important link between the
mountain and hill forests, between natural landscapes and protected areas. It
is a starting point to thinking about a new policy of land management.
The writer Claudio Magris describes the landscape as the face of a loved
person and he writes that you can come nearer to the wrinkles, folds, expressions
and then that face says a lot about its present and past life. It seems
possible,starting from the private and direct experience of people with everyday
landscape, to have a dierent strategic vision of the territory. From an
inner and visionary cartography , we can draw a new geography.
